About The Merit System

Very simply, the merit system is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters, on the basis of merit, fitness and the principle of "like pay for like work."

Mrs. Ahlborn has been on the Personnel Commission since 2009.  She began her career with Antioch Unified School District at Park Junior High in 1987 as an instructional aide in the special day class.  She ended as an Administrative Assistant at Antioch High School; for a total of 20 years.  While with the district she was active in the union holding more than one position for many years.  She resigned from AUSD in 2009 to accept a position at Los Medanos College.  After 12 years at LMC, she retired.  Mrs. Ahlborn has lived in the Antioch/Pittsburg area for over 60 years.  She has been married to her wonderful husband, Ed, for over 45 years and they have two adult children and two grandchildren.

Ms. Hom was appointed to the Personnel Commission in January of 2023, completing the term of Ms. Pigati.  She has lived, worked and volunteered in the Antioch Community for over 33 years.  She has recently retired from the Antioch Unified School District after 13 years of service.  Ms. Hom has been married to her wonderful husband Marty for 38 years and has 2 children and 2 grandchildren (#3 and #4 are on the way).  Both of Wanda's children graduated from Deer Valley High School with the highest of honors.

Tony Tiscareno

District Appointee

Mr. Tiscareno was appointed by the Board of Trustees to the Personnel Commission in January 2019. He served on the Antioch City Council from 2012 to 2018. Prior to serving on the Council, he spent 5 years working in the labor movement that included serving as President of the United Steel Workers Local 1440 from 2002 to 2009 as well as working with the Contra Costa Labor Council as their Political Director from 2007 to 2011. He is currently a realtor and has been married to his wonderful wife Olivia for 40 years. Tony and Olivia have 2 children and 7 grandchildren.
