Negotiations Update

CSEA Negotiation Update – 1/16/2026

Antioch Unified School District is pleased to share that the District and the California School Employees Association (CSEA) have reached a settlement in negotiations for a successor collective bargaining agreement. This agreement reflects a collaborative process and a shared commitment to supporting classified employees and the essential services they provide to students, schools, and families. 

 

The following contract articles were included in the settlement:

CSEA Negotiation Update – 12/1/2025 

The District and CSEA met on Monday, November 24, 2025, to negotiate Article 8: Pay and Allowances and Article 10: Health and Welfare Benefits. We are pleased to report that the two parties reached a tentative MOU, pending CSEA ratification and Board approval. 

The tentative MOU includes the following agreements: 

Article 8 – Pay and Allowances, Section 8.1 

For the 2025-2026 school year, effective January 1, 2026, the 2024-2025 salary schedules in the Collective Bargaining Agreement shall be increased by 1.50%.  The parties agree to reopen only salary in Article 8 and up to one other article aside from Article 10 for each of the 2026-2027 and 2027-2028 school years.  

*For the 2025-2026 school year, if any employee group (AEA, AMA) receives any additional compensation, CSEA shall be paid the same percent, terms, or increase as follows:  

  1. Percent to percent on any increase(s) other employee group (AEA, AMA) receive on salary, additional stipends, additional step increases, longevity, or as one-time payments; and 

  1. The same increase(s) or terms other employee groups (AEA, AMA) receive on health and welfare benefits. 

  1. *This language will remain in a separate MOU. 

Article 10 - Health and Welfare Benefits 

Upon completion of negotiations the District and CSEA agree to the following: 

  1. Effective January 1, 2026, the District will continue its current employer contribution for health benefits at the 2026 Kaiser Medical rates, and for dental coverage at the 2026 rates, which shall become the new maximum contribution for 12 months, through December 31, 2026. 

  1. Effective January 1, 2027, the District will continue its current employer contribution for health benefits at the 2027 Kaiser Medical rates, and for dental coverage at the 2027 rates, which shall become the new maximum contribution for 12 months, through December 31, 2027. 

  1. Effective January 1, 2028, the District will continue its current employer contribution for health benefits at the 2028 Kaiser Medical rates, and for dental coverage at the 2028 rates, which shall become the new maximum contribution for 12 months, through December 31, 2028. 
     

  1. The Parties agree to update Article 10 with this information.  

AND 

  1. The Parties agree to establish a District Health Plan Committee comprised of representatives from both represented bargaining units by a separate MOU to pursue alternatives to reduce health benefit costs. The District Health Plan Committee would convene 60 days at the completion of labor negotiations. 

The parties will work together creating a separate MOU for the creation and implementation of a bilingual stipend for employees who use more than one language on a regular basis in the course of their work, and do not have bilingual requirements in their job description. 

The parties will also review future participation in the California Classified School Employee Summer Assistance Program as way to offer more to employees who work 11-months a year or less. 

Upon completion of negotiations, this Proposal/Response and all other Articles agreed upon, shall be memorialized in one Tentative Agreement to be ratified by the unit and approved by the Board, with the full support of both negotiating teams. The contract will be updated to include the terms and language outlined, with the exception of the Me-Too clause, which will remain in a separate MOU.  

The Tentative Agreement and article 27 - Duration will state that all other articles shall remain closed during the 2026-2027 and 2027-2028 school years, except for Article 8 and one other article each school year aside from Article 10, as stated above. 

The District and CSEA will continue to meet to negotiate the remaining articles of the collective bargaining agreement. 

CSEA Negotiation Update – 10/31/2025 

On October 31, 2025, the District and CSEA bargaining teams held their second negotiation session. 

CSEA presented proposals on: 

Article 5 – Union rights 

Article 7 – Hours and Overtime 

Article 11 – Holidays 

Article 14 – Hiring 

Article 16 – Discipline 

The District shared a five-year history of the salary increases provided to CSEA, and expenditure data of COLA increases compared to increased health benefits costs, both inset below.

The District then presented its compensation proposal to CSEA which includes the following: 

  1. A one-time off schedule lump sum payment equal to 1% of the unit members placement on the 2024-2025 salary schedule.  The payment would be made in January 2026.  

  2. Effective January 1, 2026, the District will extend its current employer contribution for health benefits only at the 2026 Kaiser Medical rates for 18 months, through June 30, 2027.  

AND 

Establish a District Health Plan Committee comprised of representatives from both represented bargaining units by separate MOU to pursue alternatives to reduce health benefit costs.  The District Health Plan Committee would convene by October 2026 and formulate recommendations by January 2027. 

Both parties reached tentative agreements on Articles 5 and 11.  

The bargaining teams are scheduled to meet again on November 14, 2025. 

 

CSEA Negotiation Update – 10/1/2025 

On October 1, 2025, the District and CSEA bargaining teams held their first meeting to begin negotiations for a new three-year successor agreement (2025–26, 2026–27, and 2027–28).

CSEA presented proposals on:

Article 1 – Recognition

Article 2 – Non-Discrimination

Article 3 – Dues Check-Off and Organizational Security

Article 4 – Employee Rights

Article 10 – Health and Welfare Benefits

The District presented counterproposals on Articles 1 and 2, and both parties reached tentative agreements on these articles. The District is reviewing CSEA’s remaining proposals, including assessing the potential costs for the District.

The bargaining teams are scheduled to meet again on October 24, 2025.

Employee Information Changes

Please remember to submit all personal information changes to your Human Resources Department.  Address and phone number changes can be made through Employee Self Service (ESS).  ESS can be accessed from the AUSD homepage under "Staff".  Check with your Human Resources department if you have any questions.

Name change, maritial status change, new baby, new adoptions, etc. must be sumitted to the Human Resources or Benefits department in writing.  Some changes require additional information or documentation and some changes are time sensitive and must be made within 30 days.
